ورلڈ بینک کے سربراہ نے مزید کہا کہ امداد کی بحالی میں سب سے بڑی رکاوٹیں غیر یقینی صورتحال، خراب معیشت اور ادائیگی کا غیر موثر نظام ہیں اور اس سے نمٹنے کے لیے موجودہ افغان حکومت کی کوششیں ناکافی ثابت ہو رہی ہیں۔

ورلڈ بینک کی ویب سائٹ کے مطابق افغانستان میں اس وقت دو درجن سے زائد ترقیاتی منصوبے جاری ہیں جن کے لیے 2002 سے اب تک 5.3 بلین ڈالر فراہم کیے جا چکے ہیں۔

تاہم طالبان حکومت کو اب ترقیاتی امداد سمیت 9 ارب ڈالر کے ذخائر تک رسائی سے انکار کر دیا گیا ہے۔

واضح رہے کہ طالبان حکومت بارہا افغانستان کے غیر ملکی بینکوں میں منجمد اثاثوں کی بحالی کا مطالبہ کرتے ہوئے کہہ چکی ہے کہ اگر ہمیں ہماری رقم مل جاتی ہے تو ہمیں مزید مدد کی ضرورت نہیں ہوگی۔
