روں مالی سال 21-2020 کے لئے 7400 ارب روپے کا وفاقی بجٹ آج پیش ہو گا

اسلام آباد: آئندہ مالی سال 2020-21 کا وفاقی بجٹ کل 7600 ارب روپے اور 3400 ارب روپے کے خسارے کے ساتھ وفاقی حکومت آج پیش کرے گی۔

وزیر اعظم عمران خان کی زیرصدارت وفاقی کابینہ کا خصوصی اجلاس بجٹ کی منظوری اور سرکاری ملازمین کی تنخواہوں میں اضافے کے بارے میں بھی فیصلہ کرے گا۔ کرنسی کی اسمگلنگ اور دہشت گردی کی مالی اعانت کو روکنے اور بین الاقوامی مالیاتی فنڈ کی ضروریات کو پورا کرنے کے لئے انسداد دہشت گردی انڈیکس مینجمنٹ سسٹم بنانے کا فیصلہ کیا گیا۔

وزارت خزانہ کے مطابق ، آئندہ مالی سال کے بجٹ میں ٹیکس محصولات کا ہدف 4950 ارب روپے ہے ، 3427 ارب روپے سے زائد کا خسارہ ہو گا ۔ ایک اندازے کے مطابق 3235 ارب روپے سود اور قرضوں کی ادائیگیوں پر خرچ ہوں گے۔ دفاع کے لئے 1402 ارب روپے تفویض کرنے کی تجویز دی گئی ہے۔

ذرائع کے مطابق ، وفاقی بجٹ میں پنشنز پر 475 ارب روپے خرچ ہونے کا امکان ہے ، جبکہ 495 ارب روپے کا بجٹ وفاقی وزارتوں اور محکموں کے لئے مختص کیا جاسکتا ہے۔ ایسوسی ایشن سبسڈی پر 260 ارب روپے خرچ کرسکتی ہے۔ وفاقی حکومت 820 ارب روپے کی گرانٹ جاری کرسکتی ہے ، وفاقی ترقیاتی بجٹ 650 ارب روپے رکھا گیا ہے۔

ذرائع کے مطابق بین الاقوامی مالیاتی فنڈ (آئی ایم ایف) نے تمام شعبوں میں سییلزٹیکس میں چھوٹ کے خاتمے کا مطالبہ کیا ہے۔ نان فائلرز کے لئے ٹیکس کی شرح میں اضافے کا امکان ہے۔ نان فائلرز کےانکم ٹیکس اور ایف ای ڈی میں اضافہ کیا جاسکتا ہے۔ نان فائلرز کے لئے جی ایس ٹی کی شرح میں 17 فیصد اضافے کی تجویز بھی دی ۔ ذرائع کے مطابق ، تنخواہ دار طبقے کے لئے انکم ٹیکس میں چھوٹ کا کوئی آپشن نہیں ہے۔ غیر رجسٹرڈ افراد کا ان پٹ ٹیکس کریڈٹ بھی ختم کیا جاسکتا ہے۔

ذرائع کے مطابق ، درآمدی مشینری پر کسٹم اور ایکسائز ڈیوٹی میں 3 فیصد تک کمی کا امکان ہے۔ بجٹ میں کورونا وائرس کی وجہ سے مزید ریلیف دیا گیا ہے۔ ذرائع کے مطابق ریگولیٹری، ایڈیشنل کسٹمز ڈیوٹیز میں بھی 2 فیصد تک کمی متوقع ہے جبکہ دیگر اداروں کے لئے درآمدی مشینری پر محصولات کم کرنے کی تجویز بھی زیر غور ہے۔

اس سے قبل ہی مشیر خزانہ عبدالحفیظ شیخ نے نیشنل اکنامک سروے کی تفصیلات جاری کرتے ہوئے کہا تھا کہ کورونا وائرس وبائی مرض سے قومی معیشت کو 3،000 ارب روپے کا نقصان ہوا ہے۔ آئندہ مالی سال کے بجٹ پر کوئی نیا ٹیکس عائد نہیں کیا جائے گا۔

کون بجٹ پیش کرے گا؟

پارلیمانی ذرائع کے مطابق مشیر خزانہ عبدالحفیظ شیخ بجٹ پیش نہیں کرسکتے ہیں کیونکہ صرف وفاقی وزیر خزانہ قومی اسمبلی کے آرٹیکل 184 کے تحت بجٹ پیش کرسکتے ہیں۔

ISLAMABAD: The federal budget for the next financial year 2020-21 comprising a total of Rs 7600 billion with a deficit of over Rs 3400 billion will be presented by the federal government today.

A special meeting of the federal cabinet chaired by Prime Minister Imran Khan will also decide on the approval of the budget and increase the salaries of government employees. It has been decided to set up a Counter Terrorism Index Management System to curb currency smuggling and terrorist financing to meet the requirements of the International Monetary Fund.

According to sources in the Finance Ministry, the target for tax revenue in the budget for the next financial year is Rs 4950 billion. The deficit is likely to be more than Rs 3427 billion. It is estimated that Rs. 3235 billion will be spent on interest and repayment of loans. It may be proposed to allocate Rs. 1402 billion for defense.

According to sources, the federal budget is likely to spend Rs 475 billion on pensions, while a budget of Rs 495 billion could be set aside for federal ministries and departments. The federation can spend Rs 260 billion on subsidies. The federal government can release Rs 820 billion in grants, the federal development budget will be kept at Rs 650 billion.

Sources said that the International Monetary Fund (IMF) has called for the abolition of sales tax exemption in all sectors. Tax rates for non-filers are likely to increase. Income tax and FED for non-filers may be increased, GST rate for non-filers is also proposed to be increased from 17%. According to sources, there is no possibility of any income tax exemption for the salaried class. Unregistered individuals may also be denied input tax credit.

According to sources, customs and excise duties on imported machinery are likely to be reduced by up to 3 per cent. More relief will be provided in the budget due to the Corona virus. A proposal to reduce duty on imported machines for the sectors is also under consideration.

Earlier in the day, Federal Finance Adviser Abdul Hafeez Sheikh, while releasing the details of the National Economic Survey, said that the corona epidemic virus has caused a loss of Rs 3,000 billion to the national economy. No new tax will be imposed in the budget for the next financial year.

Who will present the budget?

According to parliamentary sources, Finance Advisor Abdul Hafeez Sheikh cannot present the budget as only the Federal Minister of Finance can present the budget under Rule 184 of the National Assembly.

The Speaker also briefed Prime Minister Imran Khan on the views of legal and constitutional experts. According to experts, in the absence of the finance minister, any federal minister can present the budget at the discretion of the prime minister, so it is likely that the federal minister for economic affairs, Hamad Azhar, will present the budget. A meeting of the National Assembly has been convened at 4 pm today to present the federal budget.
