اسلام آباد: وزیر منصوبہ بندی ترقی و خصوصی اقدام اسد عمر نے کہا ہے کہ وفاقی حکومت کراچی ریجن (کے-4) میں پانی کی فراہمی کے منصوبے کے سلسلے میں اپنے وعدوں کا پوری طرح احترام کررہی ہے۔

منصوبے کی “تکمیل” کے حوالے سے وزیر اعظم سندھ کے بیان کے جواب میں ، انہوں نے کہا کہ وفاقی حکومت نے اس منصوبے کو آگے بڑھانے کے لئے مستقل بنیادوں پر حکومت سندھ سے رابطہ کیا تھا ، لیکن ابھی تک صوبائی حکام نے نظرثانی شدہ منصوبے کی دستاویز پر کارروائی نہیں کی۔

وزارت منصوبہ بندی سے جاری ایک پریس ریلیز کے مطابق ، وزیر نے کہا کہ منصوبے میں ڈیزائن کی پریشانیوں کی وجہ سے کچھ وقت کے لئے تاخیر کا سامنا کرنا پڑا ہے۔ صوبائی حکومت نے نظام کے اصل ڈیزائن کا جائزہ لینے کے لئے نیسپاک کو کمیشن جاری کیا۔

نیسپاک نے ڈیزائن کا جائزہ مکمل کیا اور اپنی رپورٹ کراچی واٹر اینڈ سینی ٹیشن بورڈ (کے ڈبلیو ایس بی) کو پیش کی۔ حکومت سندھ نے نومبر 2019 میں نیسپاک کی رپورٹ کا جائزہ لینے اور آگے کا راستہ تجویز کرنے کے لئے ایک تکنیکی کمیٹی تشکیل دی۔

ٹیکنیکل کمیٹی نے اپنی رپورٹ صوبائی حکومت کو پیش کی جس میں کہا گیا ہے کہ موجودہ صف بندی پر کام ضروری تبدیلیوں کے ساتھ جاری رکھا جائے۔ اس لئے یہ واضح ہے کہ کے-4 منصوبے کی پیشرفت اس عرصے کے دوران صوبائی حکومت کے فیصلے کے منتظر ہے۔

10 جون ، 2020 کو قومی اقتصادی کونسل کے اجلاس میں بھی اس معاملے پر تبادلہ خیال کیا گیا ، جب یہ اعلان کیا گیا کہ پلاننگ کمیشن نے پی ایس ڈی پی 2020-21 میں منصوبے کے لئے باقی تمام وفاقی حصے مختص کردیئے ہیں۔ جیسے ہی منصوبے کا نظر ثانی شدہ پی سی 1 دستیاب ہوگا اضافی وسائل پر غور کیا جاسکتا ہے۔

وزیر نے کہا کہ وفاقی حکومت نے کے-4 منصوبے کی اہمیت کو تسلیم کیا ہے اور اپنا مناسب کردار ادا کرنے کے لئے پرعزم ہے۔ تاہم ، اس منصوبے پر عمل درآمد صوبائی علاقے میں ہے ، جس میں تیزی لانے کی ضرورت ہے تاکہ کراچی کے شہری یہ کام کرسکیں۔ان کو فوری طور پر پانی کی فراہمی ہو سکے ۔

ISLAMABAD: Minister for Planning, Development and Special Initiatives Asad Umar has said that the federal government is fully respecting its promises regarding water supply project in Karachi Region (K-IV).

Responding to the Sindh Prime Minister’s statement regarding the “completion” of the project, he said that the federal government had approached the Sindh government on a permanent basis to take the project forward, but so far the provincial authorities had revised the project. Did not process the document.

According to a press release issued by the Ministry of Planning, the Minister said that the project has been delayed for some time due to design issues. The provincial government commissioned Nespak to review the actual design of the system.

Nespak completed the design review and submitted its report to the Karachi Water and Sanitation Board (KWSB). The Sindh government formed a technical committee in November 2019 to review the Nespak report and suggest a way forward.

The technical committee submitted its report to the provincial government which said that work on the existing alignment should be continued with necessary changes. Therefore, it is clear that the progress of the K-IV project is awaiting the decision of the provincial government during this period.

The issue was also discussed at a meeting of the National Economic Council on June 10, 2020, when it was announced that the Planning Commission had allocated all other federal components for the project in PSDP 2020-21. Additional resources may be considered as soon as the revised PC1 of the project becomes available.

The Minister said that the Federal Government has recognized the importance of the K-IV project and is committed to play its due role. However, the implementation of this project is in the provincial area, which needs to be accelerated so that the citizens of Karachi can do this work. They can be provided water immediately.
