سپریم کورٹ نے بلدیاتی اداروں کی بحالی میں تاخیر کی تحقیقات کا حکم دیا
The Supreme Court of Pakistan on Wednesday ordered an inquiry into the delay in the rehabilitation of local bodies in Punjab.
A bench of the Supreme Court headed by Chief Justice Gulzar Ahmed heard the case regarding restoration of local rules.
The Punjab government also submitted a notification to the Supreme Court regarding the restoration of local councils in the province.
During the hearing, the Chief Justice pointed out shortcomings in the draft notification issued by the Punjab government. The chief justice further remarked that the provincial government felt that it had revived local councils, which was not an accurate statement.
The counsel for the petitioner said that the Punjab government had submitted in the Lahore High Court that the order of the court could not be implemented.
On this, the Supreme Court sought a complete record of the proceedings of the Lahore High Court. The Chief Justice said that the matter would be fully investigated.
HD observed that the Secretary in his written reply said that a summary in this regard has been sent to the Chief Minister.
The Chief Justice remarked that action would be taken against whoever was found responsible for it.
The court later adjourned the case for two weeks.
It is pertinent to mention here that on March 25 this year, the Supreme Court had directed the provincial government to revive the local bodies in Punjab.
The apex court has now heard a contempt of court petition filed by 15 chairmen and mayors of district councils for not allowing local government councils to resume their work in Punjab.

چیف جسٹس گلزار احمد کی سربراہی میں سپریم کورٹ کے بینچ نے مقامی ضابطوں کی بحالی سے متعلق کیس کی سماعت کی۔
پنجاب حکومت نے صوبے میں مقامی کونسلوں کی بحالی کے حوالے سے سپریم کورٹ میں نوٹیفکیشن بھی جمع کرایا۔
سماعت کے دوران چیف جسٹس نے حکومت پنجاب کی جانب سے جاری نوٹیفکیشن کے مسودے میں خامیوں کی نشاندہی کی۔ چیف جسٹس نے مزید ریمارکس دیئے کہ صوبائی حکومت سمجھتی ہے کہ اس نے مقامی کونسلوں کو بحال کر دیا ہے جو کہ درست بیان نہیں ہے۔
درخواست گزار کے وکیل نے کہا کہ لاہور ہائیکورٹ میں پنجاب حکومت نے پیش کیا تھا کہ عدالت کے حکم پر عملدرآمد نہیں ہو سکتا۔
اس پر سپریم کورٹ نے لاہور ہائی کورٹ کی کارروائی کا مکمل ریکارڈ طلب کر لیا۔ چیف جسٹس نے کہا کہ معاملے کی مکمل تحقیقات کی جائیں گی۔
ایچ ڈی نے مشاہدہ کیا کہ سیکرٹری نے اپنے تحریری جواب میں کہا ہے کہ اس حوالے سے ایک سمری وزیراعلیٰ کو بھجوائی گئی ہے۔
چیف جسٹس نے ریمارکس دیے کہ جو بھی شخص اس کے لیے ذمہ دار پایا گیا اس کے خلاف کارروائی کی جائے گی۔
بعد ازاں عدالت نے کیس کی مزید سماعت دو ہفتوں کے لیے ملتوی کردی۔
یہاں یہ ذکر کرنا ضروری ہے کہ اس سال 25 مارچ کو سپریم کورٹ نے صوبائی حکومت کو ہدایت کی تھی کہ وہ پنجاب میں بلدیاتی اداروں کو بحال کرے۔
عدالت عظمیٰ نے اب ضلع کونسلوں کے 15 چیئرمینوں اور میئرز کی جانب سے پنجاب میں لوکل گورنمنٹ کونسلوں کو اپنا کام دوبارہ شروع کرنے کی اجازت نہ دینے پر دائر کی گئی توہین عدالت کی درخواست پر سماعت کی ہے۔
