متبادل اور قابل تجدید توانائی پالیسی 2019 کو سی سی آئی میں منظور کرلیا گیا

مشترکہ مفادات کونسل (سی سی آئی) نے جمعرات کو متفقہ طور پر متبادل اور قابل تجدید توانائی پالیسی 2019 کی منظوری دے دی۔

یہ منظوری سی سی آئی کے 42 ویں اجلاس میں دی گئی جو جمعرات کو اسلام آباد میں وزیر اعظم عمران خان کی زیر صدارت ہوا۔

وزیر اعظم کے معاون خصوصی برائے پیٹرولیم ندیم بابر نے سی سی آئی کو گیس کی سالانہ طلب اور رسد کی صورتحال پر تفصیلی پیش کش دی جس کے ساتھ مستقبل کی ضروریات اور گھریلو گیس کے ذخائر کو کم کرنے کا خصوصی حوالہ دیا گیا۔

اجلاس کو بتایا گیا کہ گیس کی پیداوار ، کھپت اور مختلف صوبوں سے ٹرانسمیشن سے متعلق اعداد و شمار سے پتہ چلتا ہے کہ ملک کو موسم سرما میں 2021-2202 تک گیس کی بڑی قلت کا سامنا کرنا پڑے گا اور اس بحران سے بچنے کے لئے یہ تجویز کیا گیا تھا کہ ریسرچ ، پیداوار کے لئے قومی اتفاق رائے قائم کرنے کی ضرورت ہے۔

اجلاس میں حکومت سندھ کی تجویز کردہ آئل اینڈ گیس ریگولیٹری اتھارٹی آرڈیننس 2002 میں ترمیم پر غور کیا گیا۔

وزارت آبی وسائل سے چشمہ رائٹ بینک کینال کے نچلے حصے کو حکومت پنجاب کو کنٹرول کرنے سے متعلق پنجاب حکومت کی تجویز سے اتفاق کرتے ہوئے ، سی سی آئی نے طرز عمل پر عملدرآمد کے لئے آئی آر ایس اے ، حکومت پنجاب اور خیبر پختونخوا کے نمائندوں پر مشتمل ایک کمیٹی تشکیل دی۔ اور دونوں صوبوں کے مابین دوطرفہ معاہدے کو حتمی شکل دیں۔

سی سی آئی نے اصولی طور پر یہ فیصلہ کیا ہے کہ موجودہ قومی کمیشن برائے ہیومن ڈویلپمنٹ اینڈ بیسک ایجوکیشن کمیونٹی اسکولوں ، اساتذہ اور طلباء کو وزارت برائے وفاقی تعلیم اور پیشہ ورانہ تربیت سے متعلقہ صوبوں کے تعلیمی محکموں میں منتقل کیا جائے۔

اجلاس میں حکومت نے کوویڈ 19 وبائی امراض کا مقابلہ کرنے کے لئے اختیار کردہ حکمت عملی کی تعریف کی۔

سی سی آئی کے اجلاس میں یہ بھی فیصلہ کیا گیا ہے کہ پیٹرولیم پالیسی ، 2012 کے تحت خام تیل ، کنڈینسیٹ اور قدرتی گیس کے تحت ونڈ فال لیوی کے تحت جمع کی گئی آمدنی کا 50 فیصد متعلقہ صوبے کے ساتھ شیئر کیا جائے گا۔

واٹر ایکارڈ 1991 سے متعلق اٹارنی جنرل آف پاکستان کی سفارشات پر تبادلہ خیال کرتے ہوئے ، سی سی آئی کو بتایا گیا کہ وفاقی اور صوبائی حکومتوں کے تکنیکی ماہرین پر مشتمل کمیٹی کو صوبوں میں پانی کی منصفانہ تقسیم کے معاملے کو دیکھنے کے لئے مطلع کیا گیا ہے۔

سی سی آئی نے کمیٹی کو ایک ماہ میں اپنا کام مکمل کرنے کی ہدایت کردی۔ اجلاس کو ٹیلی میٹری سسٹم کی تنصیب کے بارے میں پیشرفت سے بھی آگاہ کیا گیا۔

The Council of Common Interest (CCI) unanimously approved the alternative and renewable energy policy for 2019.

The approval was given at the 42nd session of the Chamber of Industry and Commerce, which was held in Islamabad on Thursday under the chairmanship of Prime Minister Imran Khan.

The special assistant to the Prime Minister for Crude Oil, Nadeem Babar, gave a detailed lecture to the Chamber of Industry and Commerce on the annual demand and supply situation for gas, with special consideration of future requirements and the dwindling domestic gas reserves.

The meeting was informed that data on gas production, gas consumption and transmission from various provinces indicate that the country will face a major gas shortage by winter 2021-2022. To avoid a crisis, it was recommended to achieve a national exploration and production consensus, conserving domestic gas and rationalizing the price mechanisms.

At the meeting, an amendment to the 2002 Ordinance of the Oil and Gas Regulatory Authority was examined by the government of Sindh.

The Chamber of Industry and Commerce approved the Punjab government’s proposal for control of the lower part of the Chashma Canal on the right bank from the Ministry of Water Resources to the Punjab government and formed a committee made up of representatives from the IRSA, the Punjab government and Khyber Pakhtunkhwa put together to work out modalities and conclude the bilateral agreement between the two provinces.

In principle, the IHK has decided to transfer the existing national commission for human development and basic education, teachers and pupils from the Federal Ministry of Education and Vocational Training to the education departments of the respective provinces.

The meeting recognized the government’s strategy to combat the Covid 19 pandemic.

At the meeting of the Chamber of Commerce and Industry, it was also decided that 50 percent of the income generated under the 2012 oil policy under the windfall tax for crude oil, condensate and natural gas will be passed on to the province concerned.

In discussing the recommendations of the Pakistani Attorney General on the 1991 water treaty, the Chamber of Commerce was informed that a committee of technical experts from the federal and provincial governments had been notified to deal with the issue of equitable water distribution between the provinces.

The IHK instructed the committee to complete its work in one month. The meeting was also informed about the progress of the installation of the telemetry system.
