SCCI Demands Full Opening of the Pak-Afghan Border

The President of the Chamber of Commerce and Industry of Sarhad (SCCI), engineer Maqsood Anwar Pervaiz, led a meeting of traders, exporters and importers in the chamber on Tuesday, expressing concern about the government’s decision to break the Pak-Aghan and Torkham borders Chaman for five days a week to keep the border open 24 hours a day so as not to affect the transit between Pakistan and Afghanistan and bilateral trade and to avoid further financial losses for traders and exporters.

The meeting was attended by the Chamber’s Senior Vice President, Shahid Hussain, Vice President Abdul Jalil Jan, traders and exporters from Afghanistan’s transit trade.

Maqsood Anwar informed the meeting that the Federal Ministry of the Interior issued a notice that the border between Torkham and Chaman should be open 5 days a week for export only (both for Afghan transit trade and for bilateral trade), according to which at least 100 Trucks Each of them was allowed to leave the Torkham-Chaman border every day, which would not only damage traders’ income, but would also cause heavy losses to the Treasury.

He said Pakistan’s trade with Afghanistan has been steadily declining, with most of the volume shifted to Iran and India. He stressed the need to open the Torkham-Chaman border around the clock to boost Afghan transit and mutual trade and alleviate the difficulties facing the business world.

Maqsood Pervaiz said that trucks / containers loaded with perishable items such as vegetables and fruit were parked in Landi Kotal and Takhta Baig, and items worth millions of rupees were at risk of being wasted. During the meeting, the president of the chamber sentenced a large number of containers of Afghan transit goods, which were kept on the pretext of being scanned in the port of Karachi.

He also informed the meeting that nearly 7,000 containers of Afghan transit goods were kept in the port of Karachi for scanning, while dealers and exporters were charged with detention in an unfair situation. He urged the government to facilitate the customs clearance process to alleviate its difficulties and not to affect Pakistan’s transit and two-way trade.

منگل کو چیمبر آف کامرس اینڈ انڈسٹری کے صدر ، انجینئر مقصود انور پرویز کی زیر صدارت چیمبر میں تاجروں ، برآمد کنندگان اور درآمد کنندگان کے اجلاس میں پاک افغان اور طورخم سرحدوں کو کھولنے کے حکومتی فیصلے پر تشویش کا اظہار کیا گیا۔ چمن ہفتے میں پانچ دن سرحد کو 24 گھنٹے کھلا رکھنے کے لیے تاکہ پاکستان اور افغانستان کے مابین آمدورفت اور دوطرفہ تجارت کو متاثر نہ کرے اور تاجروں اور برآمد کنندگان کو مزید مالی نقصانات سے بچایا جا سکے۔

اس اجلاس میں چیمبر کے سینئر نائب صدر ، شاہد حسین ، نائب صدر عبد الجلیل جان ، تاجروں اور افغانستان کی راہداری تجارت سے برآمد کنندگان نے شرکت کی۔

مقصود انور نے اجلاس کو بتایا کہ وفاقی وزارت داخلہ نے ایک نوٹس جاری کیا ہے کہ طورخم اور چمن کے درمیان بارڈر صرف برآمد کے لیے ہفتے میں 5 دن کھلی رہنی چاہئے ( دو طرفہ کی تجارت کے لیے) ، جس کے مطابق کم از کم 100 ٹرک ہر دن طورخم – چمن بارڈر سے باہر جانے کی اجازت تھی ، جس سے نہ صرف تاجروں کی آمدنی کو نقصان پہنچے گا ، بلکہ خزانے کو بھاری نقصان بھی ہوگا۔

انہوں نے کہا کہ افغانستان کے ساتھ پاکستان کی تجارت مستقل طور پر زوال پذیر ہے ، جس کا زیادہ تر حجم ایران اور ہندوستان منتقل ہوا ہے۔ انہوں نے افغان راہداری اور باہمی تجارت کو فروغ دینے اور کاروباری دنیا کو درپیش مشکلات کے خاتمے کے لئے طورخم چمن بارڈر کو چوبیس گھنٹے کھولنے کی ضرورت پر زور دیا۔

مقصود پرویز نے بتایا کہ لنڈی کوتل اور تختہ بیگ میں سبزیوں اور پھلوں جیسی اشیاء سے لدے ٹرک / کنٹینر کھڑے تھے ، اور لاکھوں روپے مالیت کے سامان ضائع ہونے کا خطرہ ہے۔ اجلاس کے دوران چیمبر کے صدر نے بڑی تعداد میں افغان ٹرانزٹ سامان کے کنٹینرز کو سزا سنائی ، جنہیں کراچی کی بندرگاہ میں اسکین کرنے کے بہانے رکھا گیا تھا۔

انہوں نے اجلاس کو یہ بھی بتایا کہ افغان ٹرانزٹ سامان کے تقریبا 7000 کنٹینرز کو کراچی کی بندرگاہ میں سکیننگ کے لئے رکھا گیا تھا ، جبکہ غیر منصفانہ صورتحال میں ڈیلروں اور برآمد کنندگان پر نظربندی کا الزام عائد کیا گیا تھا۔ انہوں نے حکومت سے اپیل کی کہ وہ اپنی مشکلات کے خاتمے کے لئے کسٹم کلیئرنس کے عمل میں سہولت پیدا کرے اور پاکستان کی راہداری اور دو طرفہ تجارت کو متاثر نہ کرے۔
