SBP announces new monetary policy, hikes interest rates by 150 basis points to 8.75%

According to a statement issued by the SBP, a meeting of the Monetary Policy Committee was held where it was decided to increase the interest rate by 150 basis points to 8.75%.

The statement said that the growing risks related to inflation and balance of payments are due to both global and domestic factors.

The central bank said worldwide pressure on supply disruptions due to the code and energy prices were exceeding estimates, but the SBP has begun tightening monetary policy to control inflation.

The statement said that one of the reasons for the rise in inflation was higher-than-expected increase in import prices, along with pressure on demand.

It further said that the current account deficit in September and October was also higher than expected, which led to increase in oil and commodity prices and external pressure has put more burden on the rupee.

Regarding the rise in interest rates, it was stated that the Monetary Policy Committee’s view was that in order to cope with inflationary pressures and maintain the stability of growth, the monetary policy would have to move fast to normalize and increase by 150 basis points. There is a step towards that.

The SBP said the committee decided to raise interest rates keeping in view the key trends, prospects in the real, external and financial sectors and consequently the monetary situation and the prospects for inflation.

It may be recalled that the SBP had raised interest rates by 25 basis points to 7.25% in September this year after 15 months.

The SBP said that the decision to increase the policy rate was taken at a meeting of the Monetary Policy Committee on September 20, 2021 and said that the pace of economic recovery has exceeded expectations.

The committee had hinted at inflation, saying that annual inflation had eased since June, but with rising import-related inflation, the demand-side pressure could begin to show in the inflation figures later in the financial year.

He said that the latest wave of COD-19 is under control in Pakistan and if the government has kept the epidemic under control with the help of vaccination, then the economic recovery would not be so much affected by the uncertainty related to the epidemic.

Earlier, the SBP Monetary Policy Committee had reduced the policy rate by 100 basis points to 7% in its meeting held on June 25, 2020.

The State Bank of Pakistan had announced three reduction in interest rates in a period from March to April 2020 due to the negative effects of Corona virus on the national economy.

On March 17, 2020, the interest rate was reduced by 75 basis points to 12.5 per cent, followed by a further one and a half per cent reduction in the policy rate a week later.

Then on April 16, 2020, the SBP announced a 2% cut in interest rates due to the negative effects of the corona virus on the national economy, bringing the interest rate to 9%, and a month later on 15th May. The interest rate was further reduced to 8%.

The SBP later cut interest rates by one percentage point to 7% on June 25, 2020 to support the economy, which has been hit hard by the corona virus.

Then in late July, the SBP’s Monetary Policy Committee decided to keep the interest rate at 7%.

اسٹیٹ بینک کی جانب سے جاری بیان کے مطابق مانیٹری پالیسی کمیٹی کا اجلاس ہوا جس میں شرح سود میں 150 بیسس پوائنٹس کے اضافے سے 8.75 فیصد کرنے کا فیصلہ کیا گیا۔

بیان میں کہا گیا ہے کہ افراط زر اور ادائیگیوں کے توازن سے متعلق بڑھتے ہوئے خطرات عالمی اور ملکی دونوں عوامل کی وجہ سے ہیں۔

مرکزی بینک نے کہا کہ کوڈ اور توانائی کی قیمتوں کی وجہ سے سپلائی میں رکاوٹوں پر دنیا بھر میں دباؤ اندازوں سے زیادہ ہے، لیکن اسٹیٹ بینک نے افراط زر کو کنٹرول کرنے کے لیے مانیٹری پالیسی کو سخت کرنا شروع کر دیا ہے۔

بیان میں کہا گیا ہے کہ مہنگائی میں اضافے کی ایک وجہ طلب پر دباؤ کے ساتھ درآمدی قیمتوں میں توقع سے زیادہ اضافہ ہے۔

اس میں مزید کہا گیا ہے کہ ستمبر اور اکتوبر میں کرنٹ اکاؤنٹ خسارہ بھی توقع سے زیادہ تھا جس کی وجہ سے تیل اور اشیاء کی قیمتوں میں اضافہ ہوا اور بیرونی دباؤ نے روپے پر مزید بوجھ ڈالا۔

شرح سود میں اضافے کے حوالے سے بتایا گیا کہ مانیٹری پالیسی کمیٹی کا موقف تھا کہ افراط زر کے دباؤ سے نمٹنے اور ترقی کے استحکام کو برقرار رکھنے کے لیے مانیٹری پالیسی کو معمول پر لانے اور 150 بیسس پوائنٹس تک بڑھانے کے لیے تیزی سے آگے بڑھنا ہو گا۔ اس کی طرف ایک قدم ہے۔

اسٹیٹ بینک نے کہا کہ کمیٹی نے اہم رجحانات، حقیقی، بیرونی اور مالیاتی شعبوں کے امکانات اور اس کے نتیجے میں مالیاتی صورتحال اور افراط زر کے امکانات کو مدنظر رکھتے ہوئے شرح سود میں اضافے کا فیصلہ کیا۔

یاد رہے کہ اسٹیٹ بینک نے 15 ماہ بعد رواں سال ستمبر میں شرح سود میں 25 بیسس پوائنٹس کا اضافہ کر کے 7.25 فیصد کر دیا تھا۔

اسٹیٹ بینک نے کہا کہ پالیسی ریٹ میں اضافے کا فیصلہ مانیٹری پالیسی کمیٹی کے 20 ستمبر 2021 کو ہونے والے اجلاس میں کیا گیا اور کہا کہ معاشی بحالی کی رفتار توقعات سے بڑھ گئی ہے۔

کمیٹی نے مہنگائی کا اشارہ دیتے ہوئے کہا تھا کہ جون کے بعد سے سالانہ مہنگائی میں کمی آئی ہے، لیکن بڑھتی ہوئی درآمدی مہنگائی کے ساتھ، ڈیمانڈ سائیڈ پریشر مالی سال کے آخر میں مہنگائی کے اعداد و شمار میں ظاہر ہونا شروع ہو سکتا ہے۔

انہوں نے کہا کہ پاکستان میں کوویڈ-19 کی تازہ ترین لہر قابو میں ہے اور اگر حکومت نے ویکسینیشن کی مدد سے اس وبا کو قابو میں رکھا تو معاشی بحالی اس وبا سے متعلق غیر یقینی صورتحال سے اتنی متاثر نہیں ہوگی۔

اس سے قبل، SBP کی مانیٹری پالیسی کمیٹی نے 25 جون 2020 کو ہونے والی اپنی میٹنگ میں پالیسی ریٹ میں 100 بیسس پوائنٹس کی کمی کر کے 7% کر دی تھی۔

اسٹیٹ بینک آف پاکستان نے قومی معیشت پر کورونا وائرس کے منفی اثرات کے پیش نظر مارچ سے اپریل 2020 کے عرصے میں شرح سود میں تین کمی کا اعلان کیا تھا۔

17 مارچ 2020 کو شرح سود میں 75 بیسس پوائنٹس کی کمی کر کے 12.5 فیصد کر دی گئی، جس کے بعد ایک ہفتے بعد پالیسی ریٹ میں مزید ڈیڑھ فیصد کمی کی گئی۔

اس کے بعد 16 اپریل 2020 کو اسٹیٹ بینک نے قومی معیشت پر کورونا وائرس کے منفی اثرات کی وجہ سے شرح سود میں 2 فیصد کمی کا اعلان کیا، جس سے شرح سود 9 فیصد ہوگئی، اور ایک ماہ بعد 15 مئی کو۔ شرح سود مزید کم کر کے 8 فیصد کر دی گئی۔

ایس بی پی نے بعد میں 25 جون 2020 کو شرح سود میں ایک فیصد کمی کرکے 7 فیصد کر دی تاکہ معیشت کو سہارا دیا جا سکے، جو کورونا وائرس سے شدید متاثر ہوئی ہے۔

پھر جولائی کے آخر میں، اسٹیٹ بینک کی مانیٹری پالیسی کمیٹی نے شرح سود کو 7% پر برقرار رکھنے کا فیصلہ کیا۔
