The Standing Committee of the National Assembly on Energy has directed the Ministry of Power (Power) to hold talks with Independent Power Producers (IPPs) on power tariffs after the ministry admitted that power companies deliberately disrupted Eid. Electricity consumers of all distribution companies across the country are facing over billing due to delay in electricity billing and Muharram holidays.

“The whole world knows that the IPP has deceived a lot,” committee chairman Chaudhry Salik Hussain told a panel meeting on Monday. The meeting chaired by Choudhary Salik Hussain was attended by Secretary Power Ali Raza Bhatta, Members NEPRA [National Electric Power Regulatory Authority] Sindh, Rafiq Sheikh, K Electric and officials of IISCO [Islamabad Electric Supply Company].

During the meeting, officials of Power Division made a shocking disclosure that the circular debt of the country’s power sector has reached an all-time high of Rs. 2.28 trillion, and of that Rs 2,280 billion was payable for circular loans, from Rs 1 trillion to Rs 1,300 billion to independent power producers (IPPs).

Ministry officials informed the committee that the country is facing a growing crisis in electricity payments, while its power sector is suffering from a huge revolving debt of Rs. 2,280 billion, of which a substantial 1300 billion was payable to the IPP.

Additional Secretary Electricity Wasim Mukhtar said that the government is trying to reduce the circular date, the summary of reduction in electricity rates in winter (November-February) has been approved to entice consumers to heat their space. Use electricity instead of gas and use water. He told the committee that the date of the circular was less than Rs. 57 billion as against Rs 44 billion in July 2021 as compared to July 2020.

The committee was informed that additional units are being taken from the consumers while the additional units have changed the slabs of the consumers.

National Assembly member Agha Rafiullah also accused Nepra of being involved in the matter. NEPRA Vice Chairman Rafiq Shaikh commented that the authority has constituted a committee on high slab charging and the matter is being investigated. Rafiq Shaikh assured that in the light of the report of the committee, we will take action against K Electric.

The National Assembly panel was informed that the electricity rates have increased by more than Rs. 4.72 per unit during PTI [Pakistan Tehreek-e-Insaf] Govt. Additional Secretary Power informed the committee that in August 2018, the average price of electricity was Rs 11.72 per unit, whereas at present the average price of electricity is Rs 16.44 per unit.

During the meeting, the officials of the Electricity Department raised the issue of overbilling and said that partial overbilling has been reported due to Eid-ul-Azha and Ashura holidays. He said that till the time manual meter reading is available, consumers may face higher charges due to delay in billing cycle.

The Managing Director of PEPCO [Pakistan Electric Power Company] stressed the need for significant investment in the introduction of automatic meter reading systems.

The chairman of the committee asked how to invest in digital or automated meter reading systems when billions of rupees are being paid as capacity charges. We have inherited wrong power generation contracts and consumers are paying the price for wrong policies.

The committee was also informed that the electricity prices have been increased by Rs 1.95 per unit and a total increase of Rs 3.34 per unit. Also, the government had to decide whether to pay Rs 1.39 per unit to the consumers or not.

The committee directed all distribution companies to improve services and K Electric to invest in their systems

رکن قومی اسمبلی آغا رفیع اللہ نے نیپرا پر بھی اس معاملے میں ملوث ہونے کا الزام لگایا۔ نیپرا کے وائس چیئرمین رفیق شیخ نے تبصرہ کیا کہ اتھارٹی نے ہائی سلیب چارجنگ پر کمیٹی تشکیل دی ہے اور معاملے کی تحقیقات کی جا رہی ہے۔ رفیق شیخ نے یقین دلایا کہ کمیٹی کی رپورٹ کی روشنی میں ہم کے الیکٹرک کے خلاف کارروائی کریں گے۔

قومی اسمبلی کے پینل کو بتایا گیا کہ بجلی کے نرخوں میں ایک روپے سے زائد اضافہ ہوا ہے۔ پی ٹی آئی [پاکستان تحریک انصاف] حکومت کے دوران فی یونٹ 4.72 ایڈیشنل سیکرٹری پاور نے کمیٹی کو بتایا کہ اگست 2018 میں بجلی کی اوسط قیمت 11.72 روپے فی یونٹ تھی جبکہ اس وقت بجلی کی اوسط قیمت 16.44 روپے فی یونٹ ہے۔

اجلاس کے دوران محکمہ برقیات کے عہدیداروں نے اوور بلنگ کا معاملہ اٹھایا اور کہا کہ عیدالاضحی اور عاشورہ کی تعطیلات کی وجہ سے جزوی اوور بلنگ کی اطلاع ملی ہے۔ انہوں نے کہا کہ جب تک دستی میٹر ریڈنگ دستیاب ہے ، صارفین کو بلنگ سائیکل میں تاخیر کی وجہ سے زیادہ چارجز کا سامنا کرنا پڑ سکتا ہے۔

پیپکو [پاکستان الیکٹرک پاور کمپنی] کے منیجنگ ڈائریکٹر نے آٹومیٹک میٹر ریڈنگ سسٹم متعارف کرانے میں اہم سرمایہ کاری کی ضرورت پر زور دیا۔

کمیٹی کے چیئرمین نے پوچھا کہ ڈیجیٹل یا خودکار میٹر ریڈنگ سسٹم میں سرمایہ کاری کیسے کی جائے جب اربوں روپے کیپیسٹی چارجز کے طور پر ادا کیے جا رہے ہوں۔ ہمیں بجلی پیدا کرنے کے غلط معاہدے وراثت میں ملے ہیں اور صارفین غلط پالیسیوں کی قیمت ادا کر رہے ہیں۔

کمیٹی کو یہ بھی بتایا گیا کہ بجلی کی قیمتوں میں 1.95 روپے فی یونٹ اور مجموعی طور پر 3.34 روپے فی یونٹ اضافہ کیا گیا ہے۔ اس کے علاوہ ، حکومت کو یہ فیصلہ کرنا تھا کہ صارفین کو 1.39 روپے فی یونٹ ادا کرنا ہے یا نہیں۔

کمیٹی نے تمام تقسیم کار کمپنیوں کو خدمات کو بہتر بنانے اور کے الیکٹرک کو اپنے سسٹم میں سرمایہ کاری کرنے کی ہدایت کی۔
