آئی ایم ایف کے نامزد ملکی نمائندے کی وزیر خزانہ سے ملاقات
International Monetary Fund (IMF) Resident Representative Esther Perez Ruiz met with Federal Minister for Finance and Revenue Shaukat Tareen in the Finance Division on Monday.
Ruiz, who is currently visiting Pakistan on a pre-assignment mission, was accompanied by outgoing IMF representative Teresa Sanchez. The Minister of Finance presented the nominated Resident Representative and wished him well for his next assignment starting from November 2021.
The Finance Minister said that Pakistan was committed to a comprehensive and sustainable economic growth, focusing on a “bottom-up” approach to the development of the backward sections of society. To this end, he said, the government intends to expand economic growth between development partners through epidemics and post-epidemic scenarios through financial stability and sensible economic initiatives to development partners. He commended the IMF for providing timely assistance during the review period.
The Finance Minister highlighted the important steps taken by the government to provide maximum relief to the people. He stressed that the government was taking administrative, policy and relief measures to absorb the growing pressure on basic food prices due to epidemics.
He said the government has adopted a multi-pronged strategy to increase revenue collection and expand the existing tax base. He highlighted the commendable performance of the FBR in exceeding the revenue collection targets in recent months despite the ongoing Cove 19. He added that expanding the tax base is one of the government’s top priorities.
The Finance Minister assured the IMF representatives that the government was committed to the IMF program and hoped that it would successfully complete the Article IV consultation along with the next review. He said that the implementation of track and trace for tobacco is being started from October 1, 2021, as it is one of the requirements under the IMF’s Extended Fund Facility (EFF) program. He said that reforms were being made in the power sector to address the issue of circular debt.
The new IMF envoy praised Pakistan’s efforts to tackle the spread of the virus through a series of smart and targeted lockdowns to strike a balance between life and business. He hoped to work with the government of Pakistan during his tenure.
The Finance Minister assured Ms. Ruiz of full cooperation and facilitation from the Government and wished her well for her new responsibilities.

روئز ، جو اس وقت پری اسائنمنٹ مشن پر پاکستان کا دورہ کر رہے ہیں ، ان کے ساتھ آئی ایم ایف کی سبکدوش ہونے والی نمائندہ محترمہ ٹریسا سانچیز بھی تھیں۔ وزیر خزانہ نے نامزد رہائشی نمائندے کو نوازا اور نومبر 2021 سے شروع ہونے والی اس کی آئندہ اسائنمنٹ کے لیے نیک خواہشات کا اظہار کیا۔
وزیر خزانہ نے کہا کہ پاکستان معاشرے کے پسماندہ طبقات کی ترقی کے لیے ’’ نیچے سے اوپر ‘‘ نقطہ نظر پر توجہ مرکوز کرتے ہوئے ایک جامع اور پائیدار معاشی نمو کے لیے پرعزم ہے۔ انہوں نے کہا کہ اس مقصد کے لیے حکومت ترقیاتی شراکت داروں کو مالی استحکام اور سمجھدار معاشی اقدامات کے ذریعے کوویڈ 19 وبائی امراض کے درمیان اور کوویڈ 19 کے بعد کے منظر نامے میں معاشی ترقی کو وسیع کرنے کا ارادہ رکھتی ہے۔ انہوں نے آئی ایم ایف کو جانچ کے اوقات میں بروقت امداد فراہم کرنے پر سراہا۔
وزیر خزانہ نے عوام کو زیادہ سے زیادہ ریلیف دینے کے لیے حکومت کے اہم اقدامات پر روشنی ڈالی۔ انہوں نے اس بات پر زور دیا کہ حکومت وبائی امراض کی وجہ سے بنیادی غذائی اجناس کی قیمتوں پر بڑھتے ہوئے دباؤ کو جذب کرنے کے لیے انتظامی ، پالیسی اور امدادی اقدامات کر رہی ہے۔
انہوں نے کہا کہ حکومت نے محصولات کی وصولی کو بڑھانے اور موجودہ ٹیکس بیس کو وسیع کرنے کے لیے کثیر الجہتی حکمت عملی اختیار کی ہے۔ انہوں نے جاری کوویڈ 19 کے باوجود حالیہ مہینوں میں محصولات کی وصولی کے اہداف کو عبور کرنے میں ایف بی آر کی قابل تعریف کارکردگی پر روشنی ڈالی۔ انہوں نے مزید کہا کہ ٹیکس کی بنیاد کو وسیع کرنا حکومت کی اہم ترجیحات میں شامل ہے۔
وزیر خزانہ نے آئی ایم ایف کے نمائندوں کو یقین دلایا کہ حکومت آئی ایم ایف پروگرام کے لیے پرعزم ہے اور اسے امید ہے کہ آئندہ جائزہ کے ساتھ ساتھ آرٹیکل چہارم مشاورت کو کامیابی سے مکمل کرے گی۔ انہوں نے کہا کہ تمباکو کے لیے ٹریک اینڈ ٹریس کا نفاذ یکم اکتوبر 2021 سے شروع کیا جا رہا ہے ، کیونکہ یہ آئی ایم ایف کے توسیعی فنڈ سہولت (ای ایف ایف) پروگرام کے تحت ضروریات میں سے ایک ہے۔ انہوں نے کہا کہ سرکلر ڈیٹ کے مسئلے سے نمٹنے کے لیے پاور سیکٹر میں اصلاحات کی جا رہی ہیں۔
آئی ایم ایف کے نئے نمائندے نے زندگی اور معاش کے درمیان توازن قائم کرنے کے لیے سمارٹ اور ٹارگٹڈ لاک ڈاؤن کی ایک سیریز کے ذریعے وائرس کے پھیلاؤ کو سنبھالنے میں پاکستان کی کوششوں کو سراہا۔ انہوں نے اپنے دور حکومت میں حکومت پاکستان کے ساتھ مل کر کام کرنے کی امید ظاہر کی۔
وزیر خزانہ نے محترمہ روئیز کو حکومت کی جانب سے مکمل تعاون اور سہولت کا یقین دلایا اور ان کی نئی ذمہ داری کے لیے نیک خواہشات کا اظہار کیا۔
