The UN Security Council has extended the UN mission in Afghanistan by six months and called on the Taliban to form a comprehensive government.

According to AFP, the 15-member council passed a resolution approving the political mission of the United Nations Assistance Mission in Afghanistan (UNAMA), which deals with development rather than peace.

The resolution emphasized the importance of establishing a comprehensive and representative government, even though the new rulers of Afghanistan have created a government that includes only Taliban members and does not include women.

The resolution called for the full, equal and meaningful participation of women and the provision of human rights for all, including women, children and minorities.

The proposal was drafted by Estonia and Norway and welcomed its unanimous approval.

In August, the council passed a resolution calling on the Taliban to allow freedom of movement for Afghans seeking to leave the country, with the Taliban away from Russia and China.

The accepted text on Friday said the United Nations will continue to play an important role in promoting peace and stability in Afghanistan.

Diplomats said the Taliban had no objection to the renewal of the UN mandate.

An Afghan expert at the UN said the Taliban were committed to being more resilient.

He said he was more pragmatic than his predecessors in the 1990s, where the Taliban had been very strict in enforcing Islamic law in the past.

“The Taliban need the United Nations and that is good for us,” the Afghanistan expert told AFP.

The Council asked Secretary-General Antonio Guterres to report on the situation in Afghanistan every other month until the mandate expires in March 2022, and to submit a written report on the mission’s future by 31 January.

In recent weeks, several NGOs such as Amnesty International and Human Rights Watch have pressured the United Nations and its more than 2,000 employees in Afghanistan to report human rights abuses.

UN Human Rights Watch director Luis Charbonneau welcomed the expansion of the mission, saying the Taliban found little evidence of compliance with international human rights law, particularly the rights of women and girls.

He added that UNAMA needs to regularly and publicly report abuse to help meet the humanitarian needs of the Afghan people.
