Foreign Minister Shah Mehmood Qureshi has presented another dossier exposing Indian atrocities in Indian-occupied Jammu and Kashmir (IOJK).

The 131-page report was presented during a joint press conference by FM Qureshi with Federal Minister for Human Rights Shirin Mazari and National Security Adviser Moeed Yousaf.

Explaining the contents of the report prepared by Pakistan, Shah Mehmood Qureshi said that it outlines the Indian aggression and barbarism in the IOJK.

The dossier includes audio, video and documentary evidence on serious human rights violations, war crimes, genocide and violence against Kashmiris by India.

Elaborating on the contents of the dossier, Qureshi said it has three chapters and 113 references, of which 26 are international media review reports, and 41 are Indian media and think tank reports.

He added that it also included 32 references from international human rights organizations and 14 from Pakistan.

Talking about Indian atrocities, Shah Mehmood Qureshi said that 900,000 Indian troops were stationed inside the IOJK which likened the situation in the troubled region to an open air prison.

Recalling Syed Ali Gilani’s funeral, Qureshi added that members of his own family were not allowed to attend the funeral and instead were tortured and Gilani’s body was forcibly buried.

He further said that independent observers are not allowed in IIOJK and facts are distorted from Kashmir.

Qureshi announced that Indian atrocities would be exposed in the dossier as it contained concrete evidence of “fake encounters” and India’s tactics to make Kashmiri freedom fighters “terrorists”.

He added that weapons were planted in the homes of innocent Kashmiris.

Qureshi also spoke about the Kashmir Reorganization Bill 2019 which integrated Jammu and Kashmir into the Indian Union and ended its sovereignty.

He further told the media that since 2014, India has conducted 15,495 siege and search operations in IIOJK.

Talking about Indian laws at IIOJK, Shah Mehmood Qureshi said that India has six strict laws that can declare any Kashmiri a terrorist.

Accusing India of terrorist activities, Shah Mehmood Qureshi said that India was training five ISIS camps, which was a matter of concern.

Describing India’s atrocities, the Foreign Office cited several instances of “fake encounters”, saying that at least 13,000 Kashmiri children had been detained by India.

A Foreign Office spokesman cited an incident in December 2020 where Indian police killed three youths and declared them terrorists.

It has been reported that since 2014, India has continued to violate the ceasefire in which 198 people have been killed.

Mazari called on the European Union and the West to “pontify” human rights.

Referring to the mass rapes in Canaan and Pushpura in February 1991, Federal Minister for Human Rights Shirin Mazari added that the perpetrators had not yet been convicted of heinous crimes.

Addressing the UN Security Council, Mazari referred to UN Security Council Resolution 1325, which protects women and children in armed conflicts and imposes sanctions on countries that violate the resolution.

He wondered why the United Nations was not imposing any sanctions on India for its blatant disregard for human rights violations in the IOJK.

He further questioned the international community and the United Nations as to why they were not investigating special access to the IIOJK.

He further added that these are laws under the Geneva Conventions and India has violated them all.

He criticized the silence of the United Nations and the West on the attempt to annex occupied Kashmir, adding that the European Union and the international community could not “cherry pick” the sanctions.

Talking about the use of pellet guns by Indian troops on innocent Kashmiri men, women and children, he said that pellet guns are used on animals. He lamented how the Indian military was using them against the people of the occupied territories in violation of human rights.

Qureshi added that the protection of basic human rights is not only the responsibility of the state but also has international tools and mechanisms in place to ensure the protection of human rights.

پاکستان کی جانب سے تیار کردہ رپورٹ کے مندرجات کی وضاحت کرتے ہوئے شاہ محمود قریشی نے کہا کہ یہ آئی او جے کے میں بھارتی جارحیت اور بربریت کا خاکہ پیش کرتا ہے۔

ڈوزیئر میں انسانی حقوق کی سنگین خلاف ورزیوں ، جنگی جرائم ، نسل کشی اور بھارت کی طرف سے کشمیریوں کے خلاف تشدد پر آڈیو ، ویڈیو اور دستاویزی ثبوت شامل ہیں۔

بھارتی مظالم پر بات کرتے ہوئے شاہ محمود قریشی نے کہا کہ 900،000 ہندوستانی فوجی آئی او جے کے کے اندر تعینات ہیں جو کہ شورش زدہ علاقے کی صورت حال کو کھلی فضائی جیل سے تشبیہ دیتے ہیں۔

سید علی گیلانی کے جنازے کو یاد کرتے ہوئے ، قریشی نے مزید کہا کہ ان کے اپنے خاندان کے افراد کو جنازے میں شرکت کی اجازت نہیں تھی اور اس کے بجائے انہیں تشدد کا نشانہ بنایا گیا اور گیلانی کی لاش کو زبردستی دفن کیا گیا۔

قریشی نے اعلان کیا کہ بھارتی مظالم کو ڈوزیئر میں بے نقاب کیا جائے گا کیونکہ اس میں “جعلی مقابلوں” کے ٹھوس شواہد ہیں اور کشمیری آزادی پسندوں کو “دہشت گرد” بنانے کے بھارت کے حربے ہیں۔

انہوں نے مزید کہا کہ معصوم کشمیریوں کے گھروں میں ہتھیار لگائے جاتے ہیں۔

قریشی نے کشمیر ری آرگنائزیشن بل 2019 کے بارے میں بھی بات کی جس نے جموں و کشمیر کو بھارتی یونین میں ضم کر دیا اور اس کی خود مختاری کو ختم کر دیا۔

انہوں نے میڈیا کو مزید بتایا کہ 2014 سے اب تک بھارت نے آئی آئی او جے کے میں 15،495 محاصرے اور سرچ آپریشن کیے ہیں۔

آئی آئی او جے کے میں بھارتی قوانین پر بات کرتے ہوئے شاہ محمود قریشی نے کہا کہ بھارت کے 6 سخت قوانین ہیں جو کسی بھی کشمیری کو دہشت گرد قرار دے سکتے ہیں۔

بھارت پر دہشت گردانہ سرگرمیوں کا الزام لگاتے ہوئے شاہ محمود قریشی نے کہا کہ بھارت پانچ داعش کیمپوں کو تربیت دے رہا ہے جو کہ تشویش کا باعث ہے۔

بھارت کے مظالم کی تفصیل بتاتے ہوئے دفتر خارجہ نے “جعلی مقابلوں” کی متعدد مثالیں ظاہر کیں ، بتایا گیا کہ کم از کم 13000 کشمیری بچوں کو بھارت نے حراست میں لیا ہے۔

دفتر خارجہ کے ترجمان نے دسمبر 2020 کے ایک واقعے کا حوالہ دیا جہاں بھارتی پولیس نے 3 نوجوانوں کو قتل کر کے انہیں دہشت گرد قرار دیا تھا۔

بتایا گیا ہے کہ 2014 کے بعد سے بھارت نے جنگ بندی کی خلاف ورزی جاری رکھی ہے جس میں 198 افراد ہلاک ہوئے ہیں۔

مزاری نے یورپی یونین ، مغرب کو انسانی حقوق کے بارے میں ’’ پونٹیفیکیٹنگ ‘‘ کرنے پر کھینچا۔

وفاقی وزیر برائے انسانی حقوق شیریں مزاری نے فروری 1991 میں کنان اور پوش پورہ میں اجتماعی زیادتیوں کا حوالہ دیتے ہوئے مزید کہا کہ مجرموں کو ابھی تک گھناؤنے جرائم کے لیے سزا نہیں دی گئی۔

اقوام متحدہ کی سلامتی کونسل سے خطاب کرتے ہوئے مزاری نے اقوام متحدہ کی سلامتی کونسل کی قرارداد 1325 کا ذکر کیا جو مسلح تنازعات میں خواتین اور بچوں کو تحفظ فراہم کرتی ہے اور قرارداد کی خلاف ورزی کرنے والے ممالک پر پابندیاں عائد کرتی ہے۔

انہوں نے حیرت کا اظہار کیا کہ اقوام متحدہ بھارت پر آئی آئی او جے کے میں انسانی حقوق کی خلاف ورزیوں پر واضح نظرانداز کرنے پر کوئی پابندیاں کیوں نہیں لگا رہی۔

انہوں نے بین الاقوامی برادری اور اقوام متحدہ سے مزید سوال کیا کہ وہ آئی آئی او جے کے میں خصوصی رسائی کی تحقیقات کیوں نہیں کر رہے ہیں۔

انہوں نے مزید کہا کہ یہ جنیوا کنونشن کے مطابق قوانین ہیں اور بھارت نے ان سب کی خلاف ورزی کی ہے۔

انہوں نے مقبوضہ کشمیر کے الحاق کی کوشش پر اقوام متحدہ اور مغرب کی خاموشی پر تنقید کرتے ہوئے مزید کہا کہ یورپی یونین اور عالمی برادری پابندیوں کو ’’ چیری پک ‘‘ نہیں کر سکتی۔

بھارتی فوجیوں کی جانب سے معصوم کشمیری مردوں ، عورتوں اور بچوں پر پیلٹ گنوں کے استعمال کے بارے میں بات کرتے ہوئے انہوں نے کہا کہ پیلٹ گن جانوروں پر استعمال ہوتی ہے۔ انہوں نے افسوس کا اظہار کیا کہ بھارتی فوجی کس طرح انسانی حقوق کی خلاف ورزی کرتے ہوئے انہیں مقبوضہ علاقے کے لوگوں پر استعمال کر رہے ہیں۔

قریشی نے مزید کہا کہ بنیادی انسانی حقوق کا تحفظ صرف ریاست کی ذمہ داری نہیں ہے بلکہ بین الاقوامی آلات اور میکانزم موجود ہیں جو انسانی حقوق کے تحفظ کو یقینی بناتے ہیں۔
