On Wednesday, the Civil Aviation Authority (CAA) issued a notice, in accordance with government instructions, that allowed CAA to return corpses of overseas Pakistanis who died of coronavirus, and issued Standard Operating Instructions (SOPs) for this purpose.
The SOPs come into effect immediately and instruct all air carriers / authorized flight authorization agents / charter companies / ground handlers to fully comply with the guidelines during the transportation of corpses according to a notice issued by the authority.
The transportation of bodies infected with Covid-19 from Pakistan to foreign destinations is subject to that country’s policies, while the transportation of bodies within Pakistan is subject to specific guidelines from the Department of National Health Services.
The SOPs say: “The body should be transported in a sealed coffin. All personnel responsible for transporting the bodies should be properly disinfected. The aircraft carriers are parked in the cargo hold. The airline concerned will inform the CAA 48 hours before departure. Affected personnel will take all precautions at the airport. The body should be wrapped in two wipes dipped with a specific chemical. The airline that carries the body should have a disinfected container. All documents of the deceased are checked before receiving the body.

حکومتی ہدایت کے بعد ، سول ایوی ایشن اتھارٹی (سی اے اے) نے ایک نوٹیفکیشن جاری کیا ، سی اے اے نے کورونا وائرس سے ہلاک ہونے والے بیرون ملک مقیم پاکستانیوں کی لاشوں کو وطن واپس لانے کی اجازت دی ، اور اس مقصد کے لئے معیاری آپریٹنگ طریقہ کار (ایس او پیز) جاری کیا۔
اتھارٹی کے ذریعہ جاری کردہ ایک نوٹیفکیشن کے مطابق ، ایس او پیز فوری طور پر عمل میں آئیں گی ، تمام ایئر لائن آپریٹرز / مجاز فلائٹ اجازت نامہ ایجنٹوں / چارٹر آپریٹرز / زمینی ہینڈلرز کو لاشوں کی نقل و حمل کے دوران ہدایات پر پوری طرح عمل کرنے کی ہدایت۔
اس میں کہا گیا ہے کہ کورونا وائرس متاثرہ لاشوں کی پاکستان سے بیرونی منزلوں تک آمدورفت اس ملک کی پالیسی کے تحت کی جائے گی ، جبکہ پاکستان کے اندر لاشوں کی آمدورفت وزارت قومی صحت کی خدمات کے جاری کردہ مخصوص رہنما خطوط کے تحت ہوگی۔
ایس او پیز کے مطابق: “جسم کو ایک مہر والے تابوت میں منتقل کیا جانا چاہئے۔ لاشوں کی نقل و حمل کے لئے معزول تمام عملے کو ٹھیک سے ڈس انفیکشن کیا جائے۔ لاشوں کو لے جانے والا طیارہ کارگو ایریا میں کھڑا کیا جائے گا۔ متعلقہ ایئر لائن سی اے اے کو اپنے روانگی سے 48 گھنٹے قبل آگاہ کرے گی۔ ہوائی اڈے پر متعلقہ عملہ تمام احتیاطی تدابیر اختیار کرے گا۔ جسم کو دو کپڑوں میں لپیٹنا چاہئے جو ایک مخصوص کیمیکل سے ڈوبا جاتا ہے۔ جسم لے جانے والی ایئر لائن میں ایک ڈس کنٹینر ہونا چاہئے۔ نعش ملنے سے پہلے متوفی کی تمام دستاویزات کی جانچ پڑتال کی جائیگی۔
