Mullah Nooruddin Turabi, the leader of another group of Taliban founders who enforced harsh interpretations of Islamic law during the previous government, has said his movement would enforce executions and amputations, but could not make them public.

In an interview with AP in Kabul, Mulla Nooruddin Turabi said that nobody told us what our laws should be, we will follow Islam and make our laws according to the Quran.

Ever since the Taliban captured Kabul and took over the country, the eyes of Afghans and the world have been on whether they will restore the harsh regime of the 1990s.

Mulla Nooruddin Turabi’s statement pointed out how the group’s leaders are still committed to a conservative, rigid approach, even as they have embraced technological changes such as video and mobile phones.

Mullah Nuruddin Turabi is in his early 60s and was Minister of Justice and Deputy Minister of ‘Good, Prevention of Evil’ in the previous Taliban government.

Mullah Nooruddin Turabi said that this time judges will decide cases involving women, but the basis of Afghan law will be the Quran and the same sentences will be reinstated.

He said that hand amputation is very important for safety and it had a profound impact.

He said the cabinet is reviewing whether the sentences should be made public or whether a “policy” should be developed.

Taliban fighters in Kabul recently reinstated a sentence previously handed down for publicly humiliating a petty theft accused.

Mullah Nuruddin Turabi is in charge of prisons under the new Taliban government and is one of the Taliban leaders on the UN sanctions list, including members of the Taliban cabinet.

In the past, he was known to remove music tapes from cars, and his subordinates regularly beat men with short beards.

However, in an interview with the AP’s female journalist, she said, “We have changed compared to the past.”

“Now the Taliban will allow television, mobile phones, pictures and videos because people need it and we are serious about it,” he said.

“The Taliban see the media as a way to spread their message, now we know we can reach millions instead of just hundreds,” he said.

He said that if the punishment is given in public, people can be allowed to make videos or take pictures to spread the effect.

Rejecting criticism of the previous Taliban government, he said it had brought stability and complete security to every part of the country.
