ہر سال سرکلر قرضوں میں اضافے کی وجوہ کی وضاحت کرتے ہوئے ، عہدیدار نے کہا کہ ٹیرف میں ساختی خامیاں ہیں اور ماہانہ فیول ایڈجسٹمنٹ ، سہ ماہی فیول ایڈجسٹمنٹ اور سالانہ ٹیرف کی وجہ سے سرکلر ڈیٹ میں اضافے کا سبب بنتا ہے۔

انہوں نے کہا کہ نومبر 2019-20 ٹیرف کو منجمد کرنے سے پہلے ، ماہانہ فیول ایڈجسٹمنٹ میں دو ماہ کا وقت وقفہ تھا ، سہ ماہی ٹیرف میں 6 ماہ اور ایک سال کا وقفہ سالانہ ٹیرف میں تھا اور اب بھی صورتحال اس حد تک خراب ہوگئی ہے۔

انہوں نے کہا کہ حکومت نے -2019 کے دوسرے اور تیسرے سہ ماہی کے لئے سہ ماہی ایڈجسٹمنٹ میکانزم کے تحت 255 ارب روپے کے ٹیرف میں اضافے کی وجہ سے حتمی صارفین کو انجام نہیں دیا۔

Structural and regulatory deficiencies contribute 63 percent of the energy sector’s circular debt each year, which has now reached rs.2.219 trillion, while operational inefficiencies account for 37 percent, a senior Energy Department official said.

Circular debt stood at 1.135 trillion rupees in June 2018 and rose to 2.219 trillion rupees in June 2019-20, an increase of over 100 percent.

The official explained the reason behind the increase in circular debt each year, saying there were structural flaws in the tariff and the delay in reporting the monthly fuel adjustment, quarterly fuel adjustment and annual tariff had led to an increase in circular debt.

He said before the tariff was frozen for the November 2019 case, there was a two-month delay in the monthly fuel adjustment, six months in the quarterly tariff, and a one-year delay in the annual tariff, and the situation has changed along those lines still deteriorating.

He said the government had not passed on to end users as the tariff increased by Rs 255 billion under the quarterly adjustment mechanism due for Q2 and Q3 2019-20.
