آزادی کے بعد سے اب تک بھارت پاکستان کے 498 ملین روپے کا مقروض ہے
The audit accounts of the Central Bank for the year 2019-2074 show that years have passed since the independence of Pakistan and India, but the Government of India is still indebted to the State Bank of Pakistan to the tune of Rs 498.87 million.
The matter came before the Public Accounts Committee (PAC) headed by National Assembly member Rana Tanveer Hussain on Wednesday.
The Deputy Governor SBP informed the committee that some financial assets were appearing in the bank’s ledger as the transfer from the Reserve Bank of India was pending. He said that as the matter was contentious between the governments of India and Pakistan, the amount was reported every year after re-examination of the assets in the State Bank accounts of the Reserve Bank of India.
PAC President Rana Tanveer Hussain directed the Lieutenant Governor SBP to resolve the issue once and for all. “You should either resolve the issue with the neighboring country or keep the money in a separate section,” he suggested.
The committee also discussed the audit objection regarding the procurement of medicines. The Director General of Audit informed the committee that the SBP has awarded a contract for the purchase of medicines worth Rs 10 million 33.893 million from 2017 to 2019 for its three stations including 10 million Islamabad, Rawalpindi and Hyderabad. However, he pointed out that all these purchases were made without any tender, in violation of fair, transparent and efficient etiquette.
The SBP lieutenant governor said that there was no compulsion in the tender rules and all purchases were made from its manufacturers and authorized suppliers at government regulated rates. However, the committee was of the view that it was possible to procure medicines at a lower price if tenders were called.
A member of the committee asked the deputy governor to share details of all medicines purchased in recent years, but he replied that he did not have complete data at the moment.
The Chairman PAC expressed frustration over the Lieutenant Governor’s ‘faulty’ resolution in the agenda and adjourned the discussion on the rest of the agenda items. Imdadullah Bosal, Additional Secretary, Ministry of Finance, intervened and acknowledged that there was a procedural flaw in the matter. He assured the committee that the responsibility would be decided accordingly.
Rana Tanveer Hussain directed the Governor SBP to attend the next meeting. He further asked the representatives of Public Procurement Regulatory Authority to express their views on the issue.
Earlier, National Bank of Pakistan President Arif Usmani gave a presentation on the organization’s human resources. He said that the bank has hired employees and expanded its work. “By increasing our workforce, we increase our efficiency and make good profits,” he said.

ڈپٹی گورنر اسٹیٹ بینک نے کمیٹی کو آگاہ کیا کہ بینک کے لیجر میں کچھ مالیاتی اثاثے ظاہر ہو رہے ہیں کیونکہ ریزرو بینک آف انڈیا سے منتقلی زیر التوا ہے۔ انہوں نے کہا کہ چونکہ یہ معاملہ ہندوستان اور پاکستان کی حکومتوں کے مابین متنازعہ تھا ، اس لیے اس رقم کی ہر سال ریزرو بینک آف انڈیا کے اسٹیٹ بینک اکاؤنٹس میں اثاثوں کی دوبارہ جانچ پڑتال کے بعد رپورٹ کی جاتی ہے۔
پی اے سی کے صدر رانا تنویر حسین نے لیفٹیننٹ گورنر اسٹیٹ بینک کو ہدایت کی کہ وہ اس مسئلے کو ہمیشہ کے لیے حل کرے۔ انہوں نے تجویز دی کہ “آپ کو پڑوسی ملک کے ساتھ یا تو مسئلہ حل کرنا چاہیے یا پیسے کو ایک الگ سیکشن میں رکھنا چاہیے۔”
کمیٹی نے ادویات کی خریداری سے متعلق آڈٹ اعتراض پر بھی تبادلہ خیال کیا۔ ڈائریکٹر جنرل آڈٹ نے کمیٹی کو آگاہ کیا کہ اسٹیٹ بینک نے اپنے تین اسٹیشنوں بشمول 10 ملین اسلام آباد ، راولپنڈی اور حیدرآباد کے لیے 2017 سے 2019 تک 10 ملین 33.893 ملین روپے کی ادویات کی خریداری کا ٹھیکہ دیا ہے۔ تاہم ، انہوں نے نشاندہی کی کہ یہ تمام خریداری بغیر کسی ٹینڈر کے ، منصفانہ ، شفاف اور موثر آداب کی خلاف ورزی میں کی گئی ہے۔
اسٹیٹ بینک کے لیفٹیننٹ گورنر نے کہا کہ ٹینڈر قوانین میں کوئی جبر نہیں تھا اور تمام خریداری اس کے مینوفیکچررز اور مجاز سپلائرز سے سرکاری ریگولیٹڈ ریٹ پر کی گئی تھی۔ تاہم ، کمیٹی کا موقف تھا کہ اگر ٹینڈر طلب کیے گئے تو کم قیمت پر ادویات کی خریداری ممکن ہے۔
کمیٹی کے ایک رکن نے ڈپٹی گورنر سے حالیہ برسوں میں خریدی گئی تمام ادویات کی تفصیلات شیئر کرنے کو کہا ، لیکن انہوں نے جواب دیا کہ اس وقت ان کے پاس مکمل ڈیٹا نہیں ہے۔
چیئرمین پی اے سی نے ایجنڈے میں لیفٹیننٹ گورنر کی ‘ناقص’ قرارداد پر مایوسی کا اظہار کیا اور ایجنڈے کی باقی اشیاء پر بحث ملتوی کر دی۔ امداد اللہ بوسال ، ایڈیشنل سیکرٹری ، وزارت خزانہ نے مداخلت کی اور تسلیم کیا کہ اس معاملے میں ایک طریقہ کار کی خرابی ہے۔ انہوں نے کمیٹی کو یقین دلایا کہ ذمہ داری کا فیصلہ اسی کے مطابق کیا جائے گا۔
رانا تنویر حسین نے گورنر اسٹیٹ بینک کو آئندہ اجلاس میں شرکت کی ہدایت کی۔ انہوں نے پبلک پروکیورمنٹ ریگولیٹری اتھارٹی کے نمائندوں سے مزید کہا کہ وہ اس معاملے پر اپنے خیالات کا اظہار کریں۔
اس سے قبل نیشنل بینک آف پاکستان کے صدر عارف عثمانی نے تنظیم کے انسانی وسائل کے حوالے سے ایک پریزنٹیشن دی۔ انہوں نے کہا کہ بینک نے ملازمین کی خدمات حاصل کی ہیں اور اپنا کام بڑھایا ہے۔ انہوں نے کہا کہ اپنی افرادی قوت میں اضافہ کرکے ہم اپنی کارکردگی میں اضافہ کرتے ہیں اور اچھا منافع کماتے ہیں۔
