Karachi Chamber of Commerce and Industry (KCCI) president Shark Vohra said the government’s plan to rationalize tariffs to boost industrial growth has great potential to boost the economy if the leadership acts in a timely manner.

He said that the commerce ministry is preparing to usher in a new era of tariff rationalization to boost industrial growth.

He said the sectors that would be covered under this scheme would include iron and steel, automobiles, packaging materials, agriculture, footwear and plastics.

By rationalizing tariffs, Pakistan could make significant progress in export diversification, an area the country has long struggled to improve.

He lamented that with the lack of growth in export diversification and increasing dependence on imported raw materials, Pakistan’s manufacturing portfolio is expanding and the country’s external account is suffering.

According to him, local industries will not be able to set up manufacturing facilities in new sectors of the economy if they know that potential customers will get better deals by importing relevant goods.

Vohra stressed that “the business and industrial community is very committed to helping the government ease tariffs.” Now, it is the responsibility of the leadership to ensure that the recommendations are implemented and the business community is provided with an environment conducive to industrial expansion.

He was of the view that rationalization of tariffs without removing other constraints would not yield the desired results.

Though the government has paved the way for several mechanisms to facilitate trade over the past few months, tariffs still remain a major hurdle for some industries to realize their true potential.

Former president of Pakistan Association of Automobile Parts and Accessories Manufacturers Mashhood Khan termed the tariff rationalization as an excellent initiative for the manufacturing industry, especially the automobile sector.

He said that most of the raw material required for manufacturing of auto parts is imported. “Currently, the competitive advantage for exporters in the auto engineering industries is low-cost labor, but with reasonable tariffs, they will have the opportunity to increase their target market value,” he said.

Expecting a positive decision in this regard, he said that the government has successfully conducted a detailed study in consultation with the industries.

Automobile sector stakeholder recalled that a tariff rationalization card aimed at improving the competitiveness of industrial products and facilitating trade in the global market has been on the table for the past one year.

“With successful tariff rationalization, the government will eliminate additional customs duty and regulatory duties on 30,000 products used as raw materials,” he said.

Syed Wajid Bukhari, general secretary of the Pakistan Association of Large Steel Producers (PALSP), said that in several meetings with the government over the past year, steel producers were assured of duties and taxes on basic raw materials. will be removed or greatly reduced.

انہوں نے کہا کہ اس سکیم کے تحت جن شعبوں کا احاطہ کیا جائے گا ان میں آئرن اور سٹیل ، آٹوموبائل ، پیکیجنگ میٹریل ، زراعت ، جوتے اور پلاسٹک شامل ہیں۔

ٹیرف کو معقول بنا کر ، پاکستان برآمدی تنوع میں نمایاں پیش رفت کر سکتا ہے ، ایک ایسا علاقہ جسے ملک نے بہتری کے لیے طویل جدوجہد کی ہے۔

اگرچہ حکومت نے پچھلے چند مہینوں میں تجارت کو سہل بنانے کے لیے کئی طریقہ کار کی راہ ہموار کی ہے ، لیکن کچھ صنعتوں کے لیے ٹیرف اب بھی ایک بڑی رکاوٹ بنی ہوئی ہیں تاکہ وہ اپنی حقیقی صلاحیتوں کا ادراک کر سکیں۔

پاکستان ایسوسی ایشن آف آٹوموبائل پارٹس اینڈ لوازمات مینوفیکچررز کے سابق صدر مشہود خان نے ٹیرف ریشنلائزیشن کو مینوفیکچرنگ انڈسٹری بالخصوص آٹوموبائل سیکٹر کے لیے ایک بہترین اقدام قرار دیا۔

انہوں نے کہا کہ آٹو پارٹس کی تیاری کے لیے درکار زیادہ تر خام مال درآمد کیا جاتا ہے۔ انہوں نے کہا کہ فی الحال ، آٹو انجینئرنگ انڈسٹری میں برآمد کنندگان کے لیے مسابقتی فائدہ کم لاگت والا مزدور ہے ، لیکن معقول ٹیرف کے ساتھ ، انہیں اپنی ہدف کی مارکیٹ ویلیو بڑھانے کا موقع ملے گا۔

اس حوالے سے مثبت فیصلے کی توقع کرتے ہوئے انہوں نے کہا کہ حکومت نے صنعتوں کے ساتھ مشاورت سے ایک تفصیلی مطالعہ کامیابی سے کیا ہے۔

آٹوموبائل سیکٹر کے اسٹیک ہولڈر نے یاد دلایا کہ ایک ٹیرف ریشنلائزیشن کارڈ جس کا مقصد صنعتی مصنوعات کی مسابقت کو بہتر بنانا اور عالمی مارکیٹ میں تجارت کو آسان بنانا ہے ، پچھلے ایک سال سے میز پر ہے۔

انہوں نے کہا ، “کامیاب ٹیرف ریشنلائزیشن کے ساتھ ، حکومت خام مال کے طور پر استعمال ہونے والی 30،000 مصنوعات پر اضافی کسٹم ڈیوٹی اور ریگولیٹری ڈیوٹی ختم کرے گی۔”

پاکستان ایسوسی ایشن آف لارج اسٹیل پروڈیوسرز کے جنرل سیکرٹری سید واجد بخاری نے کہا کہ گزشتہ ایک سال کے دوران حکومت کے ساتھ کئی میٹنگوں میں سٹیل پروڈیوسروں کو بنیادی خام مال پر ڈیوٹی اور ٹیکس کی یقین دہانی کرائی گئی۔ ہٹا دیا جائے گا یا بہت کم کیا جائے گا۔
