WASHINGTON: President Barack Obama announced in his State of the Union on Tuesday that 34,000 soldiers - half the U.S. force Afghanistan - will retire in early 2014, a senior government official said.
The decision of the United States takes a step closer to wrapping the unpopular and costly 11-year-old war, but also appeared to allow time for the White House and flexibility before answering the big questions about the exit strategy U.S..
This includes the size of the U.S. force Obama remain in Afghanistan after the NATO mission has been completed and formally declared war again in late 2014.
Obama must also decide how large Afghan force to funding, and for how long, as their allies in Congress press to keep them in peak force.
The Obama administration official, speaking on condition of anonymity, said no further details are provided however, in the direction of this evening, beginning at 9 pm EST.
"The president will not make any further announcement on troop tonight, nor made any decisions beyond that he is announcing," said the official.
He promised further reductions of U.S. troops by the end of 2014 ", as the Afghans take full responsibility for their security."
The announcement comes a month after Obama and Afghan President Hamid Karzai, Washington agreed on a plan to accelerate the transfer of some combat operations in Afghanistan, with Afghan forces taking the lead role in the country this spring.

واشنگٹن …امریکاکے صدربارک اوباما نے افغانستان سے آئندہ سال کے اوائل میں 34 ہزار امریکی فوجیوں کی واپسی کا اعلان کرتے ہوئے کہا ہے کہ 2014 کے آخر تک افغانستان میں جنگ ختم ہو جائے گی۔ امریکی صدر بارک اوباما نے کانگریس سے سالانہ اسٹیٹ آف دی یونین خطاب میں افغانستان سے فوجیوں کی واپسی کااعلان کرتے ہوئے کہا کہ افغانستان سے آئندہ سال کے شروع میں 34 ہزارفوجیوں کو واپس بلایاجائیگا۔ انہوں نے کہا کہ 2014کے اختتام پرافغانستان میں جنگ ختم ہوجائیگی۔جنگ کی دہائی کے بعدہمارے فوجی واپس آرہے ہیں۔ امریکی صدرکا کہناتھا کہ امریکاایک خود مختارافغانستان چاہتاہے، افغان حکومت کے ساتھ ایک معاہدے پر مذاکرات کررہے ہیں، معاہدے کا اہم نکتہ افغان فورسز کی تربیت ہے۔ صدر اوباما نے واضح کیا کہ امریکا کے لئے خطرہ بننے والے خطرناک دہشت گردوں کے خلاف براہ راست کارروائی کرتے رہیں گے۔القاعدہ کے خطرے سے نمٹنے کیلئے اتحادیوں کی مددکرتے رہیں گے۔ انہوں نے امریکی شہریوں کوتحفظ فراہم کرنیوالوں کوخراج تحسین پیش کیااور کہا کہ ہم انہیں سلام پیش کرتے ہیں۔ صدر اوباما نے خبردار کیا کہ جوہری ہتھیاروں کی تجربے پرشمالی کوریاکیخلاف کارروائی کی جاسکتی ہے۔ ایران کے بارے میں ان کا کہناتھا کہ ایران کے جوہری ہتھیاروں کامعاملہ سفارتی طریقے سے حل کرنے کاوقت ہے۔ ملکی معیشت کا تذکرہ کرتے ہوئے صدر اوباما کا کہنا تھا کہ معیشت میں متوسط طبقے کا اہم کردار ہے، متوسط طبقے کوروزگارکے مواقع فراہم کریں گے، اسٹاک مارکیٹ بحال ہورہی ہے، متوسط طبقے کوروزگارفراہم کررہے ہیں۔ بارک اوبامانے کہا کہ عوام سے کئے گئے وعدے پورے کیے ہیں، معاشی مشکلات کے باوجود60لاکھ افرادکونوکریاں دیں۔ انہوں نے کہا کہ ٹیکس اصلاحات کیلئے یہ مناسب وقت ہے، ٹیکس اصلاحات کے ذریعے بجٹ خسارے پرقابوپایاجاسکتاہے۔
