The Election Commission of Pakistan (ECP) has postponed the decision on local government elections in Sindh due to delays, while provincial elections to be held according to the new census.

Karachi Administrator Murtaza Wahab argued before a three-member ECP bench headed by Chief Election Commissioner Sikander Sultan Raja that the Sindh government would not hesitate to hold elections to local bodies, but based on the latest census results. .

“We have submitted our reservations in Parliament and now it is up to the federal government to choose the local government,” he said.

Murtaza Wahab was referring to Sindh’s appeal against the census results approved by the Council of Common Interest (CCI).

Murtaza Wahab sought the ECP’s recommendation to convene a joint sitting of parliament soon to decide Sindh’s appeal, and said the provincial government should be ready to hold elections to local bodies within six months of the decision of Sindh’s appeal. .

He said the decision of the parliament would be final and so far the delay was only due to legal complications.

Murtaza Wahab said the Sindh government would provide all the necessary documents to the Election Commission and promised to abide by any order of the Election Commission.

He said if the Sindh government orders local government elections to be held in February.

He said the Sindhi Chief Minister had presented his opposition to the CCI, citing the low population of Sindh and Balochistan in the 2017 census.

He also raised the question of what would happen if the Speaker of the National Assembly convened a joint session.

Zafar Iqbal Hussain, special secretary of the Election Commission, said that the term of local bodies in Sindh ended on August 30 last year and by law, the election period should be within 120 days.

He added that the Sindh government does not seem to want to hold elections in the near future.

Zafar Iqbal Hussain suggested that the ECP should ask the provincial government to provide the necessary maps and other necessary information so that the demarcation process can begin.

The Director General (Law) of the Election Commission said that it is the constitutional responsibility of the Commission to conduct the election of local bodies.

He said the Sindh government had promised to hold local government elections after the final results of the 2017 census were released.

مرتضی وہاب مشترکہ مفادات کونسل (سی سی آئی) کی جانب سے منظور شدہ مردم شماری کے نتائج کے خلاف سندھ کی اپیل کا حوالہ دے رہے تھے۔

مرتضیٰ وہاب نے سندھ کی اپیل پر فیصلہ کرنے کے لیے جلد ہی پارلیمنٹ کا مشترکہ اجلاس بلانے کے لیے ای سی پی کی سفارش مانگی اور کہا کہ صوبائی حکومت سندھ کی اپیل کے فیصلے کے چھ ماہ کے اندر بلدیاتی انتخابات کرانے کے لیے تیار رہے۔ .

انہوں نے کہا کہ پارلیمنٹ کا فیصلہ حتمی ہوگا اور اب تک تاخیر صرف قانونی پیچیدگیوں کی وجہ سے ہوئی ہے۔

مرتضی وہاب نے کہا کہ سندھ حکومت الیکشن کمیشن کو تمام ضروری دستاویزات فراہم کرے گی اور الیکشن کمیشن کے کسی بھی حکم کی پاسداری کا وعدہ کیا۔

انہوں نے کہا کہ اگر سندھ حکومت فروری میں بلدیاتی انتخابات کرانے کا حکم دیتی ہے۔

انہوں نے کہا کہ سندھی وزیر اعلیٰ نے 2017 کی مردم شماری میں سندھ اور بلوچستان کی کم آبادی کا حوالہ دیتے ہوئے سی سی آئی کے سامنے اپنی مخالفت پیش کی تھی۔

انہوں نے یہ سوال بھی اٹھایا کہ اگر قومی اسمبلی کے اسپیکر نے مشترکہ اجلاس بلایا تو کیا ہوگا۔

الیکشن کمیشن کے اسپیشل سیکرٹری ظفر اقبال حسین نے کہا کہ سندھ میں بلدیاتی اداروں کی مدت گزشتہ سال 30 اگست کو ختم ہوئی اور قانون کے مطابق انتخابی مدت 120 دن کے اندر ہونی چاہیے۔

انہوں نے مزید کہا کہ لگتا ہے کہ سندھ حکومت مستقبل قریب میں انتخابات کرانا نہیں چاہتی۔

ظفر اقبال حسین نے تجویز دی کہ الیکشن کمیشن صوبائی حکومت سے ضروری نقشے اور دیگر ضروری معلومات فراہم کرے تاکہ حد بندی کا عمل شروع ہو سکے۔

الیکشن کمیشن کے ڈائریکٹر جنرل (قانون) نے کہا کہ بلدیاتی اداروں کے انتخابات کرانا کمیشن کی آئینی ذمہ داری ہے۔

انہوں نے کہا کہ سندھ حکومت نے 2017 کی مردم شماری کے حتمی نتائج جاری ہونے کے بعد بلدیاتی انتخابات کرانے کا وعدہ کیا تھا۔
