The Ministry of Economic Affairs has responded to recent news and articles in the press regarding the payment of a 100 100 million fine to the Asian Development Bank by the government of Pakistan for unfinished projects.

The ministry said the claim that A D B had paid 100 100 million in “fines” was baseless and misleading. The Government of Pakistan has paid only 15 15.98 million to ADB as a commitment fee in the last 15 financial years. “Second, the term ‘fine’ has been misused by the media, but the government of Pakistan pays commitment fees to lending agencies for market-based loans,” he said in a statement.

The ministry explained that the commitment fee is levied by the lender on unused credit. All international financial institutions apply commitment fees to borrowing member countries as part of their lending procedures. ADB imposes a standard flat commitment fee of 15 basis points on its market-based non-performing loan balance. It should be noted that the distribution of funds depends on the implementation period and physical progress of any development project, which is an average of 4-5 years. Therefore, not all funds can be repaid immediately.

The current government is committed to reducing transaction costs and improving the performance of slow-moving foreign aid projects. At the direction of the Prime Minister, the Ministry of Economic Affairs formed a National Coordinating Committee on Foreign Funded Projects (NCC-FFP) in September 2020, headed by the Minister for Economic Affairs. Since its inception, the committee has reviewed 222 projects worth 31 31 billion under a bilateral and multilateral portfolio and made significant improvements in the performance of 41 slow-moving projects.

The Economic Affairs Division concluded that under ADB’s portfolio, only 4 out of 35 ongoing projects under NCC-FFP were declared slow. Due to NCC-FFP’s continued follow-up with relevant implementing and enforcement agencies, ADB in its recent tripartite portfolio review predicts that these 4 projects, including the Jamshoro Power Project, will be “on track” by December 2021. Will be tracked. Progress on the Jamshoro Power Project was not due to slow physical progress but due to delay in submission of external environmental monitoring report to ADB. This issue has also been addressed.

وزارت اقتصادی امور نے حکومت پاکستان کی جانب سے نامکمل منصوبوں کے لیے ایشیائی ترقیاتی بینک کو 100 ملین ڈالر جرمانے کی ادائیگی کے حوالے سے پریس میں شائع ہونے والی حالیہ خبروں اور مضامین کا جواب دیا ہے۔

وزارت نے کہا کہ یہ دعویٰ کہ اے ڈی بی نے 100 ملین ڈالر ’’جرمانے‘‘ ادا کیے ہیں بے بنیاد اور گمراہ کن ہے۔ حکومت پاکستان نے گزشتہ 15 مالی سالوں میں اے ڈی بی کو کمٹمنٹ فیس کے طور پر صرف 15.98 ملین ڈالر ادا کیے ہیں۔ انہوں نے ایک بیان میں کہا، “دوسرا، ‘جرمانہ’ کی اصطلاح کا میڈیا نے غلط استعمال کیا ہے، لیکن حکومت پاکستان قرض دینے والی ایجنسیوں کو مارکیٹ پر مبنی قرضوں کے لیے کمٹمنٹ فیس ادا کرتی ہے۔”

وزارت نے وضاحت کی کہ کمٹمنٹ فیس قرض دہندہ کے ذریعہ غیر استعمال شدہ کریڈٹ پر عائد کی جاتی ہے۔ تمام بین الاقوامی مالیاتی ادارے اپنے قرض دینے کے طریقہ کار کے حصے کے طور پر قرض لینے والے رکن ممالک پر کمٹمنٹ فیس کا اطلاق کرتے ہیں۔ اے ڈی بی اپنے مارکیٹ پر مبنی غیر پرفارمنگ لون بیلنس پر 15 بیسز پوائنٹس کی معیاری فلیٹ کمٹمنٹ فیس عائد کرتا ہے۔ واضح رہے کہ فنڈز کی تقسیم کا انحصار کسی بھی ترقیاتی منصوبے پر عمل درآمد کی مدت اور جسمانی پیش رفت پر ہوتا ہے جو کہ اوسطاً 4-5 سال ہے۔ لہذا، تمام فنڈز فوری طور پر واپس نہیں کیے جا سکتے ہیں.

موجودہ حکومت لین دین کے اخراجات کو کم کرنے اور غیر ملکی امداد کے سست رفتار منصوبوں کی کارکردگی کو بہتر بنانے کے لیے پرعزم ہے۔ وزیر اعظم کی ہدایت پر، وزارت اقتصادی امور نے ستمبر 2020 میں غیر ملکی فنڈڈ پراجیکٹس (این سی سی) پر ایک قومی رابطہ کمیٹی تشکیل دی، جس کی سربراہی وزیر اقتصادی امور کر رہے تھے۔ اپنے قیام کے بعد سے، کمیٹی نے دو طرفہ اور کثیر جہتی پورٹ فولیو کے تحت 31 بلین ڈالر مالیت کے 222 منصوبوں کا جائزہ لیا ہے اور 41 سست رفتار منصوبوں کی کارکردگی میں نمایاں بہتری لائی ہے۔

اقتصادی امور ڈویژن نے نتیجہ اخذ کیا کہ اے ڈی بی کے پورٹ فولیو کے تحت، این سی سی کے تحت جاری 35 منصوبوں میں سے صرف 4 کو سست قرار دیا گیا۔ این سی سی کے متعلقہ نفاذ اور نفاذ کرنے والے اداروں کے ساتھ مسلسل فالو اپ کی وجہ سے، اے ڈی بینے اپنے حالیہ سہ فریقی پورٹ فولیو کے جائزے میں پیش گوئی کی ہے کہ جامشورو پاور پروجیکٹ سمیت یہ 4 منصوبے دسمبر 2021 تک “ٹریک پر” ہوں گے۔ ٹریک کیا جائے گا۔ جامشورو پاور پراجیکٹ پر پیش رفت سست جسمانی پیش رفت کی وجہ سے نہیں بلکہ بیرونی ماحولیاتی مانیٹرنگ رپورٹ اے ڈی بی کو جمع کرانے میں تاخیر کی وجہ سے ہوئی۔ اس مسئلے پر بھی توجہ دی گئی ہے۔
